Two brothers, Kadir and Ahmet, are drawn into Istanbul's political chaos as armed groups take control of shantytowns and the police respond with brutality. Kadir, released from prison after 15 years, searches for his younger brother and finds work as an informer with the help of high-ranking police officer Hamza. Meanwhile, Ahmet works at the municipality, tasked with destroying stray dogs, but becomes isolated when he takes in a wounded dog.
