In a dystopian metropolis, a group of self-proclaimed "mutants" occupy the inner city, donning unconventional attire to demonstrate the devastating effects of toxic pollution. Among them is Splatter, a particularly ravaged individual. Meanwhile, a group of reckless fraternity brothers embark on a misguided prank, kidnapping a mutant as a joke. However, their actions lead to a shocking twist: they're falsely accused of murdering the mutant leader and are now pursued through the desolate, darkened streets by a deranged Splatter and his cohorts.
