In Graves End, a wealthy financier's four-year-old son is kidnapped for a $6 million ransom. The FBI agent assigned to the case, Paul Rickman, fails to rescue the child and the ransom is never paid. The kidnapper, Luke Devilyn, is arrested but released due to lack of evidence. He returns to Graves End, a town that accepts ex-cons, and is later found dead in the woods. The agent returns to the town to investigate and discovers that all criminals who move there seem to vanish.
