A cunning cattle mogul's grip on a small town is shaken when a courageous and unwavering individual dares to challenge him, prompting the mogul to take drastic steps to hold onto his power.

Rustlers Ike Travis and Rand offer to protect Senator Black's cattle for a dollar a head, but he refuses. Later, a gang raids Black's herd, but Tex Saunders and Chili, two range riders, stop them. The rustlers then target Pop Hart and his daughter Laura, but Tex and Chili save them again. However, the rustlers eventually attack and kill Pop Hart, taking the herd. Tex vows to avenge his friend's death and kills a rustler in self-defense, but is jailed for murder. He escapes and seeks revenge while Senator Black enlists the Texas Rangers to help.
