In 1940s San Francisco, Treasury agents foil a drug deal, killing a sailor but allowing the dealer to escape. The agents then track the dealer to his apartment, only to find him dead, silenced by a hitman. They find an address book on the dealer's body, leading them to a suspicious Canadian trading company in Vancouver.
