In 1930, Claire, an American living in Tijuana, Mexico, is trying to move on from her husband's death. With the help of her lover, Walker, she's wrapping up her affairs in Tijuana, including smuggling one last truckload of illegal immigrants across the border. However, their plan goes awry, and they're forced to venture into rum running with Kibby, an American in trouble with the law. As they navigate the waters, they face two risks: the U.S. Coast Guard and rival rum runners, including Christie McTeague, who's sent by the east coast mob to take over the west coast trade. Meanwhile, Claire convinces Walker and Kibby to take their business partnership to the next level - into the bedroom.
