A determined cop tries to take down a gang of teenage gun dealers, but his efforts are hindered when he captures only one member, who is underage and therefore unable to be charged. As the youth's friends start to mysteriously turn up dead, the cop and his partner must work to protect the young gang member from suffering the same fate.
