A North Korean assassin, known as "Shadow", is sent to kill a dissident who has taken refuge in Seoul. He is aided by two sleeping agents, one serving as a look-out and the other an elite fighter. Meanwhile, a South Korean intelligence agent, Lee Han-gyoo, has been tracking the North Koreans and closes in with his team.
