The 15-chapter serial and feature film tells the story of a European importing firm's plot to put Chinese trade competition in a West Coast Chinatown out of business. The firm's representative, Sonya Rokoff/The Dragon Lady, hires a mad Eurasian chemist and inventor, Victor Poten, to aid her in her mission. Poten uses his inventions and underworld connections to conduct raids on Chinese merchants and evade those hunting him, including a newspaper reporter, her sweetheart, a police captain, and his detectives. The story unfolds with a series of narrow escapes, including bombs, poison-traps, and hand-to-hand combat in Chinatown's underworld.
