In this surreal action thriller, a 7-year-old girl named Shirley Pimple becomes a star of a propaganda film factory, the John Wayne Institute for the Preservation of American Ideals. As she reaches puberty, Shirley develops murderous tendencies and the Institute tries to control her by making her a heroin addict. However, this doesn't work and Shirley joins a group of child molesters to take down the Institute, fueled by her hatred of John Wayne.
