In a desperate bid to survive, a British government official and an American advisor flee to a secret underground bunker after discovering a terrorist plot to detonate a nuclear device in London. However, their refuge becomes a nightmare as a group of convicts, contaminated by radiation, escape from a nearby prison and begin to mutate. The mutants infiltrate the bunker, picking off the occupants one by one in a gruesome and terrifying fashion.
