Twenty years after World War I, Adenoid Hynkel, a ruthless dictator, has risen to power in Tomainia, a nation that fought on the losing side. He advocates for a pure Aryan state and the extermination of Jews. Meanwhile, a Jewish barber, who has been hospitalized since the war due to memory loss, is released and discovers the harsh reality of Jewish life under Hynkel's regime. He begins a relationship with a washerwoman named Hannah, who lives in the Jewish ghetto. Commander Schultz, who the barber saved during the war, spares his life from persecution. Ultimately, Hynkel's motives for sparing the Jews are revealed to be a ploy for world domination, starting with the invasion of neighboring Osterlich. Schultz, who has turned against Hynkel's regime, and the barber may join forces to take control, using Schultz's knowledge and the barber's uncanny resemblance to those in power.
