In a post-Prohibition era, Bugs Ahearn, a cunning bootlegger, sets his sights on infiltrating California's high society. He rents a house from struggling Ruth and hires her as his social secretary, using her connections to gain access to the elite. After rescuing Polly Cass from a horse accident, he invites her father to dinner, only to be swindled into purchasing worthless stock certificates. Frustrated, Bugs turns to his Chicago mob contacts for assistance.
