A mysterious figure, Dr. M, returns from the dead with a mind-controlling formula and a plot to steal a revolutionary submarine engine design. He hides in a secret laboratory, while three parties - the US government, a rival figure also using the Dr. M alias, and a third unknown party - seek to acquire the engine components. Federal agent Grant Farrell is sent to stop Dr. M, but his pursuit is complicated by the appearance of mysterious records and a traitor within his own team.
