In a tense and violent showdown, the leader of the Gramercy Riffs, Cyrus, convenes a midnight meeting with all local gangs, demanding each send nine unarmed representatives. However, during the speech, Cyrus is assassinated, and the Warriors are falsely accused of the crime.
