Occupied by the Germans, a town in western Europe struggles to maintain a sense of normalcy. While some citizens secretly profit from their cooperation, others resist the occupation, including a school headmaster and a young schoolteacher who are secretly printing and distributing anti-German leaflets. When an act of sabotage results in the deaths of two German soldiers, the district commandant vows to find the responsible party, threatening to imprison and execute innocent people. A timid schoolteacher, secretly in love with the schoolteacher, is caught in the middle and must confront what it means to be a coward or a hero.
