In the thrilling adventure, a young girl named Andrea, dressed in the style of Ozma, accidentally sends Toto 2 to New York on a hot air balloon built by the Wizard's son, Frank. The other kids must follow the computer's course to reach Frank, but upon arrival, they find their balloon in disarray and meet Rick, a homeless man who has taken in Toto.
