In a dystopian metropolis, a teen and his group of rebellious bikers team up with psychics to stop a ruthless gang member turned destructive mind-controlling force unleashed by a catastrophic military experiment.

Thirty years after the devastation of World War III, Neo-Tokyo has risen from the ashes as a vibrant metropolis. Shotaro Kaneda, a fearless biker gang leader, watches as his best friend Tetsuo's life takes a dark turn after a catastrophic accident.
