The early presidency of Sandy Studsbury, a neophyte politician with a background in hotel management, is marked by a landslide election. His team consists of Chester Kitty-Litter, a liberal advisor; Lawrence Silver-Sky, a fascist advisor; and Felipe Green, a personal secretary with a strong cultural background, married to a Hollywood actress. Despite his team's efforts, Studsbury is unaware of the challenges he faces, as they make policy decisions on a deserted beach.
