American photographer Johnny "Bugsy" Williams, who escaped from Japanese captivity, finds himself in Burma where he meets Miss Haoli Young. As a flyer, his friend Shorty McGuire persuades him to join the Flying Tigers, but Johnny chooses to stay with Haoli instead. However, she unexpectedly leaves for Kunming, where her father runs a school, and Johnny follows to rescue her when he learns the Japanese plan to destroy the city.
