A troubled young boy, Billy, who had a difficult childhood, is now a patient at a psychiatric center. Years later, he discovers that one of his childhood tormentors is now in charge of a community service program at a nearby campground. When Billy escapes, he brings chaos to the program, which is attended by eight troubled teenagers.
