A wealthy businessman, Dekova, seeks revenge for his family's accidental death by attempting to destroy the Statue of Liberty. An 11-year-old deaf girl, Gloria, discovers the plan and teams up with a covert operative, Pike, who is initially assigned to kill one of her classmates. Pike abandons his mission to stop Dekova and Gloria together, but their actions are opposed by a deadlier assassin, Foster, sent by Pike's supervisor.
