In the midst of the Vietnam War, a lieutenant named Cotter is left for dead and subsequently manipulated by a KGB operative named Mitovitch. A microchip is implanted in his brain, transforming him into a ruthless killing machine. His colleague, Lieutenant Sanders, embarks on a perilous search to find him, leading him to Cambodia and then El Salvador, where they engage in a violent showdown with numerous adversaries.
