Terry Navarro, a shipping company agent, arrives at a desert port to deliver important papers to Frank Caswell. However, American secret service operatives Dorothy Dale and Walter Presscott, and a rival agent James Hackett, are also after the papers, believing they hold the key to capturing smugglers using Caswell's ships.
