In 1896 Paris, author Charles Regnier returns home after exotic travels, having written a bestselling novel that the Ministry of Justice wants to ban. That same night, a Ministry official is brutally murdered, with claw marks covering his body. The prefect of police believes the killer is a "were-cat", but Inspector Severen is skeptical, suspecting a human motive behind the crime. As the investigation unfolds, Regnier begins to question his own sanity after experiencing a second hallucinatory blackout during the second killing.
