However, when a California vintner starts selling a cheaper knock-off, Grand Fenwick's economy is in crisis. The Prime Minister, Rupert of Mountjoy, decides to declare war on the US, hoping to get financial aid after a quick loss. Despite the plan's absurdity, Tully Bascombe, a hapless but well-meaning leader, is sent to New York City with a small army. However, things don't go as planned, and Tully's attempts to kidnap a scientist and his deadly q-bomb lead to a global crisis.
