A White Senator launches a campaign to recruit Black CIA agents to improve his standing with Black voters, but the program is rigged to fail everyone except one soft-spoken veteran, Dan Freeman. After intense training, he's assigned a low-level job as the agency's token Black employee, where he faces racism and stereotyping. Eventually, he quits and returns to Chicago to work in social services, but secretly trains a street gang for an impending race war using his CIA skills.
