Three bumbling sailors, working in a ship's tailor shop, concoct a plan to sneak onto land by stealing officers' uniforms and attending a high-society party. However, their scheme goes awry when they're tricked into stealing a new submarine by two spies, including a stunning woman. The stooges turn the tables on the spies, but things take a disastrous turn when Curly's reenactment of the capture accidentally triggers a bomb, sending everyone on a wild ride to destruction.
