Elmer Butts secretly adores Hortense, dreaming of buying her a Rolls and marrying her once he makes a million dollars. His friend Jimmy Potts proposes a brewery venture, hoping to capitalize on the impending end of prohibition. Despite a police raid, their beer is accidentally made without alcohol, but also turns out to be cheaply made. Bootlegger Spike Moran sees an opportunity to partner with them, but they're unaware of the rival bootlegger, gangster Butch Lorado, who has a personal stake in the game - he's Hortense's boyfriend.
