Betty Boop's well-meaning invention unleashes a chaotic energy boost that sends the world into overdrive, causing a frenzied frenzy that threatens to destroy everything in its path.

Pudgy the Acrobatic Dog is introduced in the "Out of the Inkwell" series, but he's too tired to perform his death-defying stunts and keeps falling asleep. Narrator Uncle Max asks for help, and perky Betty, sitting on an ink bottle, offers assistance. She breaks the fourth-wall and sings a song about having to have pep to Pudgy, then uses the Pep Machine to give him a boost. The machine flies out the animated window and passes through live-action stock footage of parades, snow-removal trucks, and marching sailors, before returning to the stage. With his new energy, Pudgy performs his tricks, and Betty returns to the ink bottle, which is actually not an inkwell.
