A group of Japanese spies plot to destroy a San Francisco-bound bus, hoping the explosion will guide an enemy submarine to attack a California oil field. Passengers, including Reba Richards, unknowingly carry the bomb, but she and a US Marine, Sergeant Ryan, work together to prevent the attack and catch the spies.
