In 1948, Zakharstan, a young US Embassy employee, Mark Miller, is tasked with tracking down Ellen Jasper, the daughter of a senator who has disappeared after marrying Colonel Nazrullah. Mark's investigation leads him to a tribe led by the outlaw Zulffiqar, where he finds Ellen living with the tribe. Despite his efforts to convince her to return to her father, Mark discovers that Zulffiqar is resisting government proposals and working with a rebel, Shakkur, to traffic Russian arms.
