In a not-too-distant future, the computer game industry has reached new heights, with virtual reality indistinguishable from reality. The government establishes Department C to regulate the game space, with censors secretly infiltrating games to eliminate content deemed too explicit. Their mission is to push the boundaries of what's acceptable, and a game that could achieve this must be banned. However, one of the censors, a morally conflicted individual, begins to question his role, while his partner's obsession with control blurs the lines between the game and reality.
