In a world where 4% of people are born with extraordinary abilities, a majority of these "specials" struggle to make ends meet, living in poverty. Taylor, a low-income special, works various construction jobs to provide for his family. When a dispute over payment escalates, Taylor intentionally damages his employer's property, leading to a confrontation with the police. Just as the authorities are about to apprehend him, a fierce battle ensues.
