A group of friends, including Buzz, Goose, and Jo Jo, seek revenge against the employment agency that rejected Buzz's artwork. They wreak havoc on the 13th floor, causing chaos and destruction, while a few tough individuals, including Vietnam veterans and a suicidal lawyer, try to put a stop to their antics.
