A government agent tasks a scientist with assisting one of his operatives in tracking down a Russian defector who has been augmented with advanced cybernetic enhancements. As they close in on their target, they become aware of a sinister organization, known as The Upper Order, that seeks to exploit the cyborg's abilities to achieve global domination.
