In Istanbul, a group of thieves, led by a mastermind known as "The Voice", plot to steal defense plans crucial to the Suez Canal's protection during a peace conference. An American intelligence agent, Larry Wilson, is dispatched to thwart the scheme. The plans are hidden in a wealthy Egyptian's jewel box, and the thieves hire Lynette Garay to pose as the "Flame of Stamboul" and befriend the Egyptian's son.
