The Germans are coming to inspect and verify the existence of securities granted by the AVO-Bank years ago. Jörg Geissner, the bank employee, suspects that the securities, a hospital and power plant, are mere fabrications. As he searches for the truth, he faces resistance from the islanders, including the cunning gigolo Panos, who seems to be working against him. Meanwhile, the island's mayor scrambles to create a makeshift power plant to avoid bankruptcy.
