A powerful female deity, dissatisfied with her underperforming angelic workforce, takes drastic action to revitalize them by unleashing chaos on the vibrant city of Las Vegas.

In a Heaven managed like a corporation by a female deity, declining performance from angels sparks God's discontent. To drive the point home, she unleashes devastating floods and flames upon Las Vegas. An disenchanted angel, played by Billy Crystal, seeks a reason to continue his existence and advocates on behalf of his struggling peers. He negotiates a deal with God, proposing that if he can identify six individuals with genuine virtue before the deadline, the city will be spared. As he assumes human form, he discovers that finding true virtue is more challenging than he anticipated.
