In pre-revolutionary Havana, an expatriate Englishman named Jim Wormold struggles to run a vacuum cleaner shop with his teenage daughter Milly. Desperate for success, he joins the British Secret Service, tasked with recruiting agents in Cuba. Despite lacking experience, Wormold fabricates a list of agents and concocts fictional stories to deceive his London handlers. As he gains recognition as the best agent in the Western Hemisphere, his web of deceit begins to unravel when the local police decipher his coded messages and start rounding up his non-existent network, and he becomes the target of a deadly assassination plot.
