In Brooklyn, two friends, Jonah and Olaf, spend their nights fishing. Jonah's daughter, Stella, a 21-year-old telephone operator, dreams of leaving her neighborhood and has her sights set on a comfortable life. She starts dating Harold Goff, a small-time gangster who extorts money from Jonah and Olaf to protect their boat. When Stella reveals that her father has savings, Goff demands the money, leading Jonah to decide to take matters into his own hands.
