In the city of Mumbai, a determined Police Commissioner, Samar Singh, seeks permission to launch a shoot-on-sight mission against criminals, restricted by law. He is granted permission by assigning Assistant Commissioner Arjun Ranawat and his friend Haider Ali Khan to lead the operation. As they crack down on gangs, international terrorist Zafar Supari and corrupt Minister Khashi Trevadi conspire against Samar Singh. Trevadi's rise to Chief Minister forces Samar Singh to resign, leading to a showdown when Haider is murdered and accused of being connected to terrorists.
