In the crime-ridden streets of Chicago, Johnny Lovo rises to power as the leader of a bootlegging syndicate after the murder of Big Louis Costillo. His trusted bodyguard, Tony Camonte, becomes his right-hand man, but Tony's ambition and disregard for authority lead him to make decisions without Johnny's approval. As Tony's power grows, so does his body count, and he begins to see himself as the sole ruler of the city.
