In Miami, Florida, a powerful crime syndicate, led by Tomy Brill and his henchman Ted Delacorte, dominates the city. A citizens' committee recruits a reformed gangster, Mick Flagg, to infiltrate the syndicate. Flagg, a widower with a young son, pretends to join forces with Brill to gather intel. However, things take a dark turn when Brill's men brutally attack a woman, Holly Abbott, who has befriended Flagg. In response, Flagg orders a police raid on the syndicate's gambling club. But Brill retaliates by kidnapping Flagg's son, Gil.
