The Seven-Ups, a secret NYPD unit, specializes in solving cases that lead to felony convictions with prison sentences of seven years or more. The team, led by Buddy, operates largely undercover and gets information from childhood friend Vito Lucia, a snitch who risks his life to help the police. When Buddy starts investigating loan sharking, he discovers a string of kidnappings and extortions targeting local mob members. The extortionists pose as police detectives to gain the trust of their victims, and Buddy becomes determined to catch the mastermind behind the scheme, which has escalated into an unofficial war between the mob and the NYPD.
