A Navy scientist, Lt. Cmdr. Ben Staves, arrives on a small Cuban island to lead a project developing a shark repellent, driven by a personal tragedy: his ship was sunk by the Japanese, resulting in the loss of many crew members to shark attacks. Despite others' reservations, Staves insists on testing the repellent on a live subject, surrounded by sharks, and refuses to let anyone else take the risk.
