A rogue ATF agent, Jack DeForest, thwarts an arms hijacking by terrorist Josef Szabo, resulting in the death of Szabo's 16-year-old son. Seeking revenge, Szabo kidnaps his estranged wife and teenage son, while DeForest faces demands to resign from his ATF boss due to his aggressive tactics. Despite this, DeForest continues to investigate with agent Annie, leading him to track down Szabo and ultimately rescue his son just as ATF agents arrive.
