Captain Walton of the 3rd Division calls in Harold Bledsoe, son of a former police chief, to assist in the investigation of illegal activities in Chinatown led by "The Dragon". Despite being a fussbudget and focusing on his hobbies, Harold becomes obsessed with fingerprinting, leading the rank and file to send him on a wild goose chase to get rid of him. However, this unintentionally puts him in the middle of The Dragon's activities. With the help of beat cop Patrick Clancy, Harold navigates Chinatown's mysteries, and the case takes on personal significance when it affects a boy named Buddy Lee's experimental treatment.
