Mal Granger, a telephone technician and gambler, teams up with crime boss Vince Walters to expand his illegal bookmaking business. After Walters' death, Granger becomes the owner and attracts the attention of the mafia. He joins Carl Stephans' syndicate, accepting a 50% share of the profits and imposing 20% fees for protection on rival bookies. Granger falls in love with Larry Mason's wife, Gail, and they have an affair. However, their relationship is complicated when Larry beats Gail, leading Granger to hire a hitman to kill him. Meanwhile, Lt. Pete Wright from the Gangster Squad begins to investigate Granger, marking the beginning of his downfall.
