Two highway patrol officers, Smokey and Ed, enforce speed limits on the Pacific Coast Highway while racing each other to donuts and coffee. They also give speeding teenagers a break. Their routine changes when they stop a speeding repo-man, George, and instead of a ticket, he offers them a job repossessing luxury cars. The two cops make extra money, but must keep their new job a secret from their colleagues. However, when George discovers the true nature of their clients, they must work together to take down a car-theft ring.
